The next time someone says India only assembles phones, send them Friday’s briefing. On 6 November 2026, the Ministry of Electronics and Information Technology approved 12 more projects under the Electronics Components Manufacturing Scheme. The estimated investment is Rs 7,503 crore. Moneycontrol put the news out at 13:52 IST. Business Today’s Aishwarya Patil had the same briefing at 2:54 PM IST, from MeitY Secretary S Krishnan in New Delhi.

This is not another “we will make semiconductors someday” line. The list is upstream. Cathode active material. Anode material. Copper foil. Polypropylene film. Specialty ceramics. Relays. Multilayer PCBs. Capital goods. These are the bits that sit inside batteries, circuit boards and factory machines. If they are imported, the phone, the EV pack and the inverter still depend on a ship.

What actually got cleared

Krishnan told reporters the fresh tranche is aimed at the raw materials and components India still buys from outside. Business Today says the 12 projects will make cathode active material (CAM), anode material, copper foil, polypropylene film and specialty ceramics. Those feed batteries, printed circuit boards, semiconductors and other electronics.

Moneycontrol names the companies and the cheque sizes. The numbers below are the ones printed there. A couple of them look rough in the copy — “Rs 65 core” is almost certainly crore — so treat the company list as the briefing, not a tender document.

CompanyWhat they will makeInvestment named
Indo Asia Copper LimitedCopper foil, GujaratRs 3,546 crore
TACC LimitedAnode material, Madhya PradeshRs 2,438 crore
Vidyuta MaterialsCathode active materialRs 399 crore
Enerfolie LLPPolypropylene film, MaharashtraRs 65 crore (printed as “core”)
Voltix Semicon Private LtdSpecialty materialNot broken out
Rockwell AutomationCapital goodsNot broken out
Wipro Pari RoboticsCapital goodsRs 120 crore
TDconnex, ChennaiParts of capital goods, and relaysRs 103 crore for the parts project
Nest ICELR Private LimitedMultilayer PCBRs 363 crore

Count those lines and you will not get a neat 12, because TDconnex was cleared for two applications and a few names were not given a separate rupee figure. The official count is 12 applications, Rs 7,503 crore. Do not invent a 13th plant to make the table prettier.

Why cathode active material is the line that matters

CAM is the powder on the positive side of a lithium-ion cell. Without it there is no EV battery, no home inverter pack, no laptop cell that is actually made here. Krishnan said this round means cathode active material will be manufactured in the country for the first time. Moneycontrol’s headline version is the same: India is slated to get its first CAM unit, and that unit is Vidyuta Materials at Rs 399 crore.

Anode material is the other half of the cell. TACC’s Rs 2,438 crore plant in Madhya Pradesh is the second-biggest ticket in the list. Copper foil, Indo Asia’s Rs 3,546 crore Gujarat project, is the thin sheet inside the battery and also a PCB input. Polypropylene film from Enerfolie is a capacitor and insulation material. Specialty ceramics show up in Business Today’s summary even though Moneycontrol’s company lines say “specialty material” for Voltix. Same briefing, slightly different labels.

None of this lands in a Flipkart cart next week. A copper-foil line and a CAM plant take years of construction, offtake contracts and quality sign-off. The news is that the files are approved, not that a Chennai shop will sell Indian-made battery powder on Monday.

The scheme is already bigger than the Cabinet first voted

ECMS was cleared by the Union Cabinet in March 2025. The original outlay was Rs 22,919 crore, which Business Today also rounds as “over Rs 22,900 crore”. The job was domestic manufacturing of electronic components and sub-assemblies, so the supply chain is not stuck at screwdriver assembly.

Krishnan now says the budget has been enhanced to Rs 40,000 crore. That is the number to remember. Industry applied for more than the first pot, the government lifted the ceiling, and applications are still coming in.

The running tally, from the same Friday briefing:

  • This round: 12 projects, about Rs 7,503 crore of investment.
  • Expected output from this tranche: more than Rs 39,000 crore of production, and over 7,200 jobs. That is Krishnan via Business Today. Moneycontrol did not print the jobs line.
  • Applications cleared so far: 118, covering 34 products across 16 states.
  • Investment approved so far: over Rs 77,000 crore, against an original ECMS investment target of Rs 59,350 crore. That comparison is Moneycontrol’s quote of Krishnan. “Approved” here means commitments under the scheme, not money already spent on shop floors.

He also said MeitY is looking at further tweaks, and that applications are being cleared no matter which end product they serve. A capacitor film used in an EV and the same film used in an industrial drive both count. The test is whether India can make the input.

What this changes for a buyer in Coimbatore or Noida

You will not see “Made with Indian CAM” on a phone box in 2026. What you might see, if these plants actually ship, is less drama when a Red Sea route or a Chinese foil supplier sneezes.

Phones, TVs, chargers and EV two-wheelers already have local assembly. The expensive, boring layers were still imported: battery chemicals, foil, films, multilayer boards, the robots that place the parts. Wipro Pari at Rs 120 crore and Rockwell’s capital-goods nod are about those machines. Nest ICELR’s Rs 363 crore multilayer PCB line is about the board itself, not another handset brand.

Jobs at 7,200 for this tranche are real but not a mass hiring story. Component plants are capital heavy. The larger effect is on vendors around Gujarat, Madhya Pradesh, Maharashtra, Chennai and the other states already in the 16. Chemical suppliers, tool rooms, testing labs, port handling. That is the PLI pattern we have already watched in phones. Assembly came first. Components are the slower chapter.

The honest catches

Approval is not production. ECMS pays against milestones. A company can be “approved” and still miss a line, a customer or a pollution clearance. Krishnan himself said the ministry is still tweaking the scheme. That is a polite way of saying the design is not finished.

The two reports do not match word for word, and that is fine if you do not mash them. Moneycontrol gives company names and says approved investment is already over Rs 77,000 crore versus a Rs 59,350 crore target. Business Today gives the jobs and production estimates, the Rs 40,000 crore outlay, and the March 2025 Cabinet date. Neither story lists every one of the 12 entities with a state and a product. If a pitch deck adds a city that is not in these pieces, ignore it.

There is also no retail price impact yet. Do not expect a cheaper TV this Diwali because a foil plant was cleared in November. Component localisation shows up first as supply security, then as a small cost edge, and only later as a sticker price. Anyone promising a Rs 2,000 discount on a phone because of today’s note is selling a reel, not the briefing.

The number that should stick

Rs 7,503 crore is the headline because it is today’s cheque. The bigger fact is the pile under it. Original outlay Rs 22,919 crore. Raised to Rs 40,000 crore. More than Rs 77,000 crore of investment already approved, past a Rs 59,350 crore target. One hundred and eighteen applications, 34 products, 16 states. And, inside this round, a first CAM plant.

That is the shift. India has spent a decade getting good at putting a phone together. Friday’s list is about making the powder, the foil and the film that go inside it. The plants are not built. The files are. For an electronics supply chain, that is the part that used to never start.
